Organization background

Community Effort for Inclusive Living (CEIL) West Nile is a non-partisan, not for profit Non-Governmental Organization, registered in Uganda as a nonprofit organization limited by guarantee under the Companies Act, Registration Number 80020000365112. The organization’s head office is on Plot 21 Circular road, Arua municipality.

Formed in 2016 to respond to the plight of the communities in West Nile who have been affected by the five major waves of armed conflict the region has experienced since 1978 which has had a long term negative influence on its population, environment and economic development.

CEIL – West Nile implements projects in Arua City,  Arua District, and Nebbi districts in the West Nile Sub region of Uganda as well as Rhino Camp refugee settlement in Madi Okollo and Terego Districts.

Organs

  1. THE GENERAL ASSEMBLY - is the supreme decision making body of the organisation. It meets once a year in December to review records of all the activities, assess successes and failures, discuss challenges and find solutions as well as take decisions on matters pertaining to its mandate. The General Assembly is responsible for the election of the Board of Directors and approval of the Advisory Council. 
  2. THE ADVISORY COUNCIL - consists of three members elected by the general assembly. Each member of the Advisory Council holds office for three years and is eligible for re-election by the General Assembly.
    The Advisory Council is responsible for:
    Promoting the Vision and Mission of CEIL-West Nile.
    Initiating and developing plans for the organization.  
    Mobilizing resources for the organization.
    Ensuring collaboration and networking with strategic partners.
    Offering strategic guidance to the Board of Directors and the Executive Committee in regard to programme/project planning and implementation as well as organisational management.   
  3. THE BOARD OF DIRECTORS - The CEIL – West Nile has five Board of Directors elected by the general assembly. The Board of Directors meet twice a year.  A Board member holds office for three years and is eligible for re-election upon good performance.
    The Board of Directors are responsible for:
    Recruitment of staff for the organisation.
    Lobbying and coordinating resources.
    Offering strategic direction to the Executive Committee on management and administration.
    Looking at issues and strategies as developed in the executive meetings.
    Approval of policy documents.
    Approval of annual budget, work plans as well as procurement plans.  
    Appointment of Auditors.  
  4. THE EXECUTIVE COMMITTEE - The Executive Committee is charged with the day to day running of the organisation and the members include the following.
    The Chief Executive Officer (CEO)
    Is the head of the Executive Committee and secretary to the Board of Directors. His/her roles include the following;  
    • Supporting operations and administration of board of directors by advising and informing board members, interfacing between board and staff and supporting board's evaluation of chief executive.
    • Overseeing design, marketing, promotion and delivery of quality of program and services.
    • Recommending yearly budget for Board approval and prudently manages organization's resources within those budget guidelines according to current laws and regulations.
    • Effectively managing the human resources of the organization according to authorized personnel policies and procedures that fully conform to current laws and regulations.
    • Ensuring that the organization and its mission, programs and services are consistently presented in strong, positive image to relevant stakeholders.
    • Overseeing fundraising, planning and implementation, including identifying resource requirements, researching funding sources, establishing strategies to approach funders, submitting proposals and administrating fundraising records and documentation.  

    The Director of Programmes (DOP) 
    The CEIL Director of Programmes is responsible for:
    • Creating a vision that is singular and that provides unity and inspiration within the organization.
    • Leading and managing by motivating employees to remain optimistic even in the face of challenges and encouraging good performance and values.
    • Allocating resources and supplies as to ensure staff and volunteers can complete their responsibilities to their highest potential.
    • Ensuring that all implemented activities are relevant to the mission and vision of the organization.
    • Engaging the external community as to build and maintain essential relationships.
    • Investing in building relationships, both with the outside community and with the population that the organization is targeting.
    • Be the public face of the organization.  
    • Carrying out fundraising efforts with only the highest ethical standards.
    • Identifying fundraising strategies that benefit and complement the mission and vision of the NGO
    • Approving reporting formats for all field activities.  

    The Director for Administration and Finance (DAF)  
    Responsible for:
    • Ensuring that all program activities are adequately and duly facilitated in terms of funding and logistics.
    • Drafting a budget framework paper for the organisation.
    • Coordinating with the programme directorate to ensure timely delivery of equipment in support of project activities.
    • Maintaining effective communication with all other organs of the organization to ensure that activities address the specific objectives in conformity with the overall goal of the organization.
    • Developing clear written strategy guidelines for all issues regarding administration in consultation with the Chief Executive Officer.
    • Developing administrative manpower requirements.
    • Maintaining information systems in the office.
    • Monitoring the availability of training materials and supplies.
    • Calling executive meetings and extra ordinary meetings of such nature in consultation with the Chief Executive Officer.
    • Be the Secretary of all executive and annual general meetings.
    • Presenting income and expenditure statement to executive meetings.
    • Obtaining and summarize information from user departments for procurement and handle all activities related to procurement with approval of the Chief Executive Officer.

    Other members of the Executive Committee include;
    - Accountant  
    - Monitoring and Evaluation (M&E) Officer  
    - Programme Officers  

    All members of the Executive Committee meet once a month to discuss ongoing issues in relation to programme/project management as well as organisational development.  

The Board of Directors

These are five in number as provided for in our constitution, 4 of these were elected from here and the 5th is Dr. Luca Scali as proposed to us by Africa & Sport, Maria Rosaria and friends from Milan.

Mr. Jobile Cornelius

Is the chairperson Board of Directors. A renowned civil servant with over 14 years’ experience in public administration and NGO management. Mr. Jobile has an eye for detail and devotion to logic. Mr. Jobile also works for the Government of Uganda as the deputy town clerk Arua City Council.

Mrs. Harriet Asinduru

A business skills trainer with International Labor Organization and Lecturer and Head of Department at Makerere University Business School (MUBS), Arua Campus Mrs. Asinduru brings a vast experience in financial management and Institutional Management

Mr. Andama Martin

Is a founder member and an organizational development expert, trainer on renewable energy, peace and conflict management. Has trained for several organizations including World vision, Dan Church Aid and UNHCR. Served as trainer of trainers with the national NGO network in the education sector in Kenya, Tanzania and South Africa. Mr. Andama was the head of secretariat for then Arua Municipal development Forum which worked in partnership with the World Bank on infrastructural projects in addition to serving on the board of Arua district NGO network for five years. He now serves as Technical Consultant for skilling project with GIZ, CEFORD and DRC

Mr. Charles
Balala

A lawyer with over 15 years’ experience in legal practice currently serving at the Ministry of Justice and the Constitutional Affairs of Uganda. Mr. Balala takes charge of all legal matters in the organization and his role cuts across all sectors of CEIL - West Nile.

Mr. Titre Apangu Roberts

A public administrator and manager with consolidated experience and skills in project planning and management. Mr. Titre had a long experience of service as Partnership Coordinator for United Nations High Commissioner for Refugees in then Arua District, Uganda. He offers strategic guidance on project proposal development and activity implementation processes (monitoring, evaluation, documentation and reporting) as per institutional guidelines and recommendations.

Dr. Luca
Scali

A medical doctor with profound experience in management and fundraising. Has worked for Doctors with Africa – CUAMM in several countries including Italy, Sierra Leon, Uganda, and South Sudan. He has used his experience to give a strategic focus for the organization. Dr. Scali has contributed immensely in lobbying and coordinating resources for CEIL- West Nile. 

The Advisory Council

Our Constitution also provided for an advisory council consisting of three members. These play an advisory role to all the members of the organization and advocate based on their expertise for the good of CEIL.

Dr. Stefano Santini

A medical doctor with immense experience in management and strategic planning across the African continent. Dr. Santini has been key in refining structures and programme areas for CEIL – West Nile and has worked in several countries including Italy, Uganda, Angola Ethiopia, Central African Republic and Siera Leon

Dr. Pierfrancesco Marsiaj

President of Amici di Angal, Italian non-profit organisation, our partner in Nebbi and board member of the Marsiaj Foundation based in Italy and founding Angal Hospital.
